Contract Award - T200

SMRT Trains has been awarded the Thomson-East Coast Line (TEL) operator license after a 5-month closed tender evaluation. The TEL operator tender was called in February this year, with both existing local rail operators invited to participate. SMRT Trains offered a service fee of approximately S$1.7 billion for the 9-years service period between 2019 and 2028, with a possible extension to 2030 subjected to operational performance. 

600 staffs will be recruited over the next 2 years for the initial operations of TEL1.

Final Contract Awards

Today, LTA released the finalized contract awards for the last 3 stations on the Thomson Line. With this, all civil works contracts have been closed and awarded, along with the contract for trackworks, T250.

The contract for T219 which is for the construction of Orchard station and associated tunnels has been awarded to a joint venture between Penta-Ocean Construction and Bachy Solentanche. Both companies have been involved in the construction of Singapore's MRT network. Penta-Ocean is currently working on Bendemeer station along Downtown Line Stage 3 (DTL3) while Bachy Solentanche was involved in the construction of Telok Ayer and Bugis stations on Downtown Line Stage 1 (DTL1). Worth noting is that Penta-Ocean has been the only contractor to bag a contract in each stage of the Thomson Line (TSL).

Contract T227 is for the construction of Marina South station and associated tunnels. This contract was awarded to a joint venture between Sinohydro Corporation and Sembcorp Design and Construction. As with Napier station, this is Sinohydro's first foray into the Singapore MRT construction market.

The final contract, T228, is for the construction of Gardens By The Bay station (current terminus of the TSL) and associated tunnels (including tunnels across the Marina Channel, ending in Gardens by the Bay - Bay East). This has been awarded to a joint venture of Nishimatsu Construction and Bachy Solentanche. Nishimatsu Construction is currently involved in the construction of mainline tunnels between Kaki Bukit and Ubi stations on the DTL3 as well as reception tunnels from the Tai Seng Facility Building to Ubi and Bedok North stations.

Contract T250 is for the trackworks along the entire TSL. This has been awarded to CTCI Corporation.

Contract Awards - T251

Today the Land Transport Authority announced the award of contract T251 for the supply of electric trains for the Thomson (TSL) and Eastern Region Lines (ERL). A total of 91 units will be procured for the two lines under the contract, awarded to the consortium of Kawasaki Heavy Industries, CSR Qingdao Sifang Co. Ltd. and Kawasaki Heavy Industries (Singapore) Pte. Ltd.

Contract Awards - T218, T220, T222 & T225

Today the Land Transport Authority announced the award of 4 contracts to build stations and associated tunnels. With the award of these 4 contracts, there only remain 3 such contracts for all stations to be awarded to contractors.

The first award is for contract T218, involving the construction of Orchard Boulevard station only. This contract has gone to local company KTC that is currently working on the Tampines Central station on the Downtown Line.

Contract Awards - T215, T216 & T223

Contracts T215, T216 and T223 were awarded today. T215 is for the construction of Mount Pleasant station and associated tunnels. This contract has gone to RSEA - Eng Lee - Wai Fong Construction Joint Venture.




T216 will see the construction of Stevens interchange station and associated tunnels. This station will allow commuters to transfer between the Downtown Line and Thomson Line. This contract has been awarded to Daewoo Engineering.




T223 is for the construction of Maxwell station only. This stacked station will be built by home-grown company, Hock Lian Seng (HLS). Previously, HLS has completed the Marina Bay Circle Line station and are currently finishing the Downtown Line Gali Batu Depot.

Tendering Concludes

Tendering for Contract T228 closed today, ending the 18 month-long bidding process for the TSL's 25 main civil contracts which began in late 2012. A list of contractors that have bid and are successfully qualified will be released in an attached spreadsheet. 15 contracts have been awarded so far with a total sum of S$4.46b.

Tender Award Process
Within the next 5-8 weeks, the authorities would assess the bids and quality of the various contractors before revealing the bid amount to the public. The successful contractor would have more or less been decided by then. It will take another 3-6 weeks before LTA publicly awards the contract.

Contract Awards - T211, T221 & T226

LTA announced on Friday the award of three contracts for Stage 2 and Stage 3. This marks the award of all civil contracts for Stage 2 of the Thomson Line.

Contract T211 is for the design of, and subsequent construction and completion of Sin Ming station and tunnels to both neighbouring stations. Located near Bishan Park and Bishan Park Secondary School, the station will sit in close proximity to existing HDB blocks. This station was awarded to Penta-Ocean Construction Co. Currently, Penta-Ocean is building the Bendemeer station along Downtown Line Stage 3 and also won the contract to construct Woodlands North station along Stage 1. As this contract includes the interior design of the station, there are no renders to show.

Contract T221 is for the construction and completion of Havelock station. Located near the Holiday Inn Atrium hotel, this station will serve the Zion Rd and Havelock Rd area. It is expected to spur redevelopment that coincides with the demolition of the Zion Rd flats. Gammon Construction Limited, which built Chinatown station along Downtown Line 1 and won the contract to construct Mayflower station, will be in charge of this contract.

Contract T226 is for the construction and completion of Marina Bay interchange station. Sitting to the south of the existing Marina Bay Interchange complex which houses the North-South Line and Circle Line, this stacked side platform station will allow commuters to switch between lines easily right in the heart of town. Taisei Corporation, which completed parts of Circle Line stage 4 and Downtown station on Downtown Line 1, has won this contract. Expect long subways at this station when making connections to the existing North-South and Circle Lines.

Contract Awards - T208 & T212

The LTA has awarded two contracts for the Thomson Line (TSL) today - T208 for construction of Springleaf station and T212 for construction of Upper Thomson station. T208 is awarded to the Leighton-John Holland Joint Venture (currently doing C935 Jalan Besar station on DTL3). T212 is awarded to Sato Kogyo (currently doing C928 Bedok North, C932 Mattar and C936 Bencoolen stations on DTL3). Also issued were some renders of the stations.

Construction begins in the first quarter of 2014 for completion in mid-2020.

Contract Award - T210, T203, T209 & T210

4 contracts have been awarded this month, on 18 October 2013. These consist of 3 stations and 1 contract to build the depot. Of the 3 stations, 1 contract is a build-only contract while the remaining 2 contracts involve design work in addition to construction. The contract awards are as follows:

T201 - Mandai Depot - Jurong Primewide
T203 - Woodlands station - GS Engineering & Construction
T209 - Lentor station - China Railway No. 5 Engineering
T210 - Mayflower station - Gammon Construction

To date 7 contracts for TSL1 & TSL2 have been awarded. The remaining three include T213 (Caldecott - Samsung C&T), T206 (Tunnels between Woodlands station & Woodlands Ave 12 - Shanghai Tunnel) & T205 (Woodlands South - Woh Hup).
